Setting Sail on the “Marine Free Travel” Policy to Boost the Bay Area’s Blue Economy
The governments of Hong Kong and other Greater Bay Area (GBA) cities are preparing to launch the GBA Marine Free Travel policy. The initiative aims to streamline yacht and maritime travel within the region, enhancing tourism and business cooperation. Once implemented, eligible yachts will be able to freely travel between Hong Kong, Macao, and designated mainland ports — ushering in new prospects for marine leisure and cross-border tourism.
According to Tommy Ho, Chairman of the Hong Kong Yachting Association , the policy will not only foster integrated tourism across the Bay Area but also reinvigorate Hong Kong’s yachting sector. “Hong Kong’s natural harbours and coastline give us a strong foundation. With institutional support and greater interregional cooperation, huge market potential can be realized,” Ho said. He added that yacht exhibitions, training programs, maintenance services, and even marine festivals could all become key economic growth drivers.

The 15th Macao International Yacht Import & Export Expo will be held November 7–9, 2025, where T&L will showcase its brand alongside industry partners to celebrate a milestone in “Marine Free Travel.” The event is expected to attract global yacht brands, buyers, and media from across Europe and Asia, bringing enormous exposure and opportunities to the Bay Area’s maritime industry.
Tommy Ho noted that this marks a pivotal moment for collaboration between Hong Kong and Macao’s boating industries. “From policy to exhibitions and business innovation, we’re all moving toward the same goal — making maritime leisure culture accessible to everyone.”
